- Flexible access to customized IT solutions from a qualified, diverse pool of veteran-owned small businesses and service-disabled, veteran-owned small businesses (VOSBs, SDVOSBs)
- On- and off-ramp provisions, which ensure retention of a highly qualified pool of contractors
- Provision to add specialized labor categories that are not currently on the contract
- Potential use of other direct costs (ODCs) that are integral to the IT effort
- No protests on orders $10M and under, except for orders that increase GWAC scope, period or maximum value
- Ability for federal clients to earn small business credit
