The Office of Biometric Identity Management (OBIM) at the U.S. Department of Homeland Security (DHS) provides biometric identification services to federal, state, and local authorities, helping them accurately identify the people they encounter and determine whether those people pose a risk to the United States.

Robert Reid leads large software development teams for major federal programs. As a driving force in US-VISIT for the past nine years, he has led teams of more than 120 technical staff in developing, maintaining, and supporting IDENT/ADIS systems.

Rain Montes has been active in OBIM since 2005, supporting Solutions Delivery, IV&V and Systems Engineering. She created the program’s first independent test environment and its first IV&V deployment verification process. Rain also led the transition from ICE System Lifecycle Management (SLM) to the US-VISIT Delivery Methodology (UDM) and then to DHS SELC.
